A milestone in recognizing this crisis came in 1994, when Congress passed the Violence Against Women Act (VAWA)—the first comprehensive federal law to treat domestic violence and sexual assault as serious crimes, to fund victim services, enforce protection orders across state lines, and hold offenders accountable.
